Welcome to the final report on the Second Assembly of the World Movement for Democracy, which took place on November 12-15, 2000, in Sao Paulo, Brazil.

The report was prepared by the Secretariat of the World Movement at the Washington, DC-based National Endowment for Democracy (NED). It is based on the proceedings of the Assembly and the various workshop reports. The National Endowment for Democracy does not necessarily endorse the recommendations or policy statements contained herein.
