Declaration of the International Movement of Parliamentarians for Democracy

The International Movement of Parliamentarians for Democracy (IMPD) is a coalition of likeminded parliamentarians from around the world. We believe that parliamentarians have a critical role to play in strengthening democracy where it is weak, reforming and invigorating democracy even where it is longstanding, and bolstering pro-democracy groups in countries that have not yet entered into a process of democratic transition.

While we believe there is no single democratic model, there nonetheless are a number of common elements that are fundamental to any genuine democracy, among them periodic elections that are free and fair; broad citizen participation in the political process; accountable leaders; strong legislatures; independent media; pluralism; respect for the rights of women; and an independent judiciary and other institutions that protect human rights and foster adherence to the rule of law. We also believe that democracy helps to promote economic growth, an equitable distribution of that growth, political stability, and international security.

We undertake to work together to advance democracy around the world and to challenge undemocratic practices, political oppression, the violation of human rights, and government corruption. We will promote these goals in various ways, including coordinated outreach campaigns, public hearings, investigations, and the building of coalitions with democrats worldwide.

We further commit to using our good offices to work with the public and our parliaments to deepen democracy; to foster democratic practices, including enhancing the ability of the democratic opposition within parliaments to challenge government unaccountability and corruption; and to advocate in favor of the increased allocation of resources to bolster these critical efforts worldwide.

The IMPD is also committed to investigating all circumstances where democratically elected parliamentarians are denied their seats in parliament, face harassment, or are otherwise prohibited from fulfilling their elected duties; and to disseminate this information where appropriate.

La Déclaration du Mouvement International des Parlementaires pour la Démocratie

Le mouvement international des parlementaires pour la Démocratie (MIPD) est une coalition formée par des parlementaires qui partagent les mêmes valeurs. Nous croyons que les parlementaires ont un rôle important à jouer dans la consolidation de la démocratie là où elle est faible, dans sa réforme et sa revigoration là où elle existe depuis longtemps et dans le soutien qu'il convient d'apporter aux groupes démocratiques des pays qui n'ont pas encore commencé leur transition vers la démocratie.

Si nous pensons qu'il n'existe pas un modèle unique du régime démocratique, nous croyons toutefois qu'il existe un certain nombre d'éléments indispensables à la réalisation d'une véritable démocratie. Notamment la tenue d'élections périodiques, libres et sans fraude; une large participation des citoyens au processus politique ; des dirigeants responsables ; un pouvoir législatif fort ; des médias indépendants ; le pluralisme ; le respect des droits des femmes; un pouvoir judiciaire indépendant et des institutions qui protègent les droits de l'homme et renforcent l'Etat de droit (favorisent le règne de la loi). Nous croyons que la Démocratie soutient et favorise la croissance économique, la répartition équitable de cette croissance, la stabilité politique et la sécurité internationale.

Nous nous engageons à travailler ensemble pour promouvoir la démocratie dans le monde et protester contre les coutumes antidémocratiques , l'oppression politique, la violation des droits de l'homme et la corruption des gouvernements. La coordination de campagnes (d'informations), la tenue d'auditions publiques, l'ouverture d'enquêtes et la formation de coalitions avec les démocrates du monde, constituent les modalités de notre action pour atteindre nos objectifs.

De même nous nous engageons à mettre à profit notre mandat et à ouvrer, en collaboration avec les citoyens et nos parlements, pour le renforcement de la démocratie et des pratiques démocratiques, notamment pour le développement de la capacité de l'opposition parlementaire à interroger les gouvernements au sujet de la corruption et à leurs demander des comptes. En notre qualité de parlementaire nous recommanderons l'augmentation des ressources affectées à l'encouragement de ces efforts critiques de par le monde.

Le MIPD s'engage à enquêter sur les circonstances où des parlementaires démocratiquement élus se voient refuser leurs sièges au parlement, sont harcelés ou d'une manière ou d'une autre empêchés de remplir leur mandat. Les informations obtenues seront diffusées à bon escient.
