Local Government Development Foundation - Philippines

The Local Government Development Foundation promotes local autonomy and self-reliance towards the attainment of effective decentralization. The Foundation offers various training programs related to local governance, such as a course that seeks to make local officials more aware of the importance of public accountability and a course that helps participants with skills concerning legislation formulation.

Foundation in Support of Local Democracy (Fundacja Rozwoju Demokracji Lokalnej)(FRLD) - Poland

The Foundation in Support of Local Democracy aims to disseminate the idea of civil self-governance, perceived as the fundamental form of democracy. Training is the main activity of FRLD's support of local self-governance. In addition to supporting local governance in Poland, the FRLD also assists in the strengthening of local governance abroad in the rest of Central and Eastern Europe and the Balkans. Aside from training in local self-governance, local leaders, councilors, representatives of local authorities and non-governmental organizations participate in a number of other programs such as study tours, seminars, and meetings in the effort to support local governance.

Local Government Information Network (LOGIN) - CEE/NIS regional

The mission of LOGIN is to promote the professional development of local government officials and their staff and to strengthen the capabilities of organizations that support the reform of public administration at the local level. Therefore, LOGIN provides governments with various sources of information pertinent to local governance. This includes case studies, best practices, reports, data, and training materials from the entire region. LOGIN also offers a calendar of events (conferences, seminars, training opportunities), updates on national legislation and its impact on local government, a library of research, articles, papers, and reports, national and regional news of interest to local authorities, a message board, and links to many other relevant sites.

Javeriana University - Colombia

Javeriana has a program that focuses on local citizen access to government and local participation, which targets select communities in the southwest region of the country. The project works with local and state officials and community groups to define a regional strategy for effective local level participation in municipal councils. Within the region, Javeriana also facilitates a network to share information among departmental and municipal governments to improve coordination and assistance. In addition, the project trains council members from select municipalities in the region on the promotion of community participation in local government.

Momento de la Gente works to strengthen social organizations as a vehicle for change and reform of government. Momento has been working with and helping to organize local elected officials to improve their ability to oversee public budgets and advocate for decentralization. Momento is also organizing Venezuelan civil society groups to monitor the National Assembly and provide policy input on key pieces of legislation pertinent to civil liberties.

The Developmental and Municipal Studies Center works to strengthen the capacity of municipal governments and to build a relationship between local leaders and civil society. The Center conducts training, conferences, and roundtable discussions for municipalities on various topics including the needs of each municipality, development, and financial management. It also provides technical support and publishes a monthly newsletter for municipalities.

America's Development Foundation (ADF) - Haiti

The America's Development Foundation is committed to the international development of democracy and works in several regions including Central America, the Caribbean, Central and Eastern Europe, Africa, and the Middle East. In Haiti, the Foundation conducts training of local officials and select constituents in Haitian municipalities. Topics of the training include the principles of democratic governance, the functions of different institutions, and the relationship between government officials and civil society. ADF also contributes to research and analysis of issues of governance.

Colombia Program - Colombia

The Colombia Program is a research program at Georgetown University in Washington, DC. The Program has been working on strengthening city councils in Colombia. In order to improve the capacity of municipal councils, the Program offers support and technical assistance for the National Federation of City Councils (FENACON); promotes services and collective organizations of city councils; designs national and decentralized strategies to improve the capacity of city councils; and provides technical assistance to public and private agencies in Colombia to undertake these various activities. Components in the Program's activities include decentralized training; strengthening of Associaciones Departamentales de Concejos; creating flows of information; and improving good governance by supporting the design of an ethics code and redefining rules for parliamentary procedures.

Institute of Social Sciences- India

The Institute of Social Sciences aims to study contemporary social, political, and economic issues, with an inter-disciplinary perspective. The Institute's local democracy program is conducting a project that studies the extent of women's political participation in the local governments of Delhi, Mumbai, Chennai, and Kolkata. The Institute also operates the Information Resource Centre, which is developing a comprehensive resource base for local governance issues.

The Hungary-based Local Government and Public Service Reform Initiative (LGI) was formed by the Board of the Open Society Institute-Budapest. LGI's mission is to foster cross-border cooperation and to support and disseminate throughout the region potentially important policy studies which should have a significant impact on public policy reform. One of LGI's programs consists of capacity building for local government officials and local government associations. LGI also facilitates the Local Government Information Network (LOGIN), which serves as a clearinghouse of news, case studies, data, and training material gathered from various sources that are relevant to local governance. The purpose of LOGIN is to provide local government officials with the tools necessary to function efficiently and make informed policy decisions.
